Más allá de la guerra

El IX Congreso de RedIntercol incluirá la guerra como uno de los ejes centrales en su diálogo interno. Al reflexionar sobre la guerra y sus consecuencias inmediatas, también es fundamental considerar otros aspectos que muchas veces quedan relegados del foco mediático y la agenda internacional como, el cambio climático, las olas migratorias, la equidad de género y la búsqueda de una paz duradera, transformadora, arraigada en los saberes, memorias y luchas de las comunidades.
La paz no es solo la ausencia de violencia, sino la presencia activa de justicia, respeto, dignidad y diálogo. La firma de los acuerdos de paz no fue el punto final del conflicto, sino el inicio de una nueva etapa llena de retos y oportunidades. Este proceso es un referente por su diseño innovador, participativo, con enfoque étnico y de género. Además, reconoce a las víctimas, un aspecto fundamental ya que en Colombia están registradas más de diez millones de personas como víctimas del conflicto armado interno. Destacar el subregistro respecto del número de víctimas, tal como lo señaló en su momento la Defensoría del Pueblo a la ausencia de cifras confiables respecto al número de víctimas que pertenecen a la población LGBTIQ+.
La memoria no es un ejercicio del pasado, sino un componente vivo y necesario para el presente y para la no repetición. Recordar lo ocurrido, nombrar a las víctimas y reconocer los daños sufridos es una forma de dignificar la vida y es un elemento central para la construcción de paz. La Comisión de la Verdad, la Jurisdicción Especial para la Paz y la Unidad de Búsqueda de Personas Desaparecidas representan herramientas inéditas en el mundo, que buscan articular justicia, verdad y reparación como un tejido inseparable. Estas instancias no solo esclarecen lo ocurrido, también permiten a la sociedad preguntarse por sus silencios y responsabilidades colectivas. La memoria construye, rescata y visibiliza.
La reconciliación en un escenario complejo y fragmentado como el colombiano no es un acto inmediato; es un proceso que requiere voluntad política, compromiso social y la difícil tarea de la reconstrucción del tejido social. Por ello, el fortalecimiento de la participación ciudadana, el reconocimiento de los liderazgos sociales, el respeto a la diversidad cultural y étnica, inversión de recursos en territorios olvidados son, creemos, son algunos de los pilares indispensables de cualquier proyecto de reconciliación.
Finalmente, la experiencia colombiana nos enseña que la paz solo es sostenible cuando se articula con la memoria y la reconciliación.

Artículo: South-South Cooperation in the management of Paradiplomacy: The Case of Mercociudades

Resumen
In Latin America, the insertion of local governments in the international arena is not a recent process. This article analyses Mercociudades, a network created in 1995 within the framework of the Southern Common Market (Mer-cosur), which was created with the aim of strengthening regional integration at all levels. In this way, Mercosur incorporates the cities of its member states in the process of international public management which, in order to achieve greater synergy between the more than 380 cities, uses South-South cooperation (SSC) to promote the exchange of information, experiences and resources. The central hypothesis of the article is that South American cities, that are members of this network, use SSC to achieve greater international impact, especially those cities that assume the annual presidency of Mercociudades. Through a descriptive analysis, the actions undertaken be-tween 2020 and 2024 by the cities that assumed the presidency of the network are reviewed, and their progress in terms of internationalisation is analysed by means of a qualitative analysis guideline.

Docente e investigador/a en Relaciones Internacionales, de preferencia con especialización en estudios de área Asia - Pacífico, y relaciones políticas y económicas entre América Latina y la región Asia Pacífico.
La contratación Tenure Track (TT) corresponde a un trabajo a tiempo completo de 40 horas semanales de dedicación exclusiva a la Universidad, de las cuales se exige cumplir con un promedio mínimo de 7 horas de docencia semanal por semestre en los diferentes niveles de pregrado y postgrado; el resto de horas serán distribuidas entre labores de investigación, preparación de clases, asesoría a estudiantes, y otras actividades y comisiones de trabajo convocadas por el Departamento de Ciencias Sociales y la sección de Ciencia Política, en el área de Relaciones Internacionales.
La contratación está prevista para el primer semestre del 2026 y tiene una duración de tres años.

Call for Applications for Doctoral Scholarships at the University of Erfurt

The Hans-Böckler-Stiftung awards up to 11 doctoral scholarship for the doctoral programme “De-Globalization and Global Decoupling (DeGlobE)” (PK 062), starting June 2026.
After decades of increasing global interdependence, a process of 'deglobalization' appears to be underway. The market-liberal approach characterizing globalization is increasingly being complemented by active industrial policies aimed, for example, at managing economic transformation or enhancing strategic autonomy. In addition, dependencies in foreign trade are increasingly being viewed as problematic. The provision of 'strategic' goods such as rare earths, batteries or semiconductors should no longer be left to pure market dynamics, but instead be guided by targeted policies aimed at 'derisking' and fostering resilience – which securitizes the provision of these goods. At the same time, trade among political allies seems to be given priority over the principle of global division of labor. The result is disintegration, if not decoupling.
The doctoral programme De-Globalization and Global Decoupling (DeGlobE) investigates how the recalibration of market and state, economic paradigms and regulatory levels and approaches that is emerging under conditions of deglobalization manifests itself. DeGlobE is interested in the specific 'post-globalization logics' that unfold in this context. Moreover, it will explore the consequences of deglobalization, disintegration and global decoupling for normative goals such as social justice, the socio-ecological transformation or human rights, and which mechanisms may replace incumbent multilateral approaches.

Call For Positions

The Department of Social Sciences at Universidad de San Andrés (Buenos Aires, Argentina) invites applications for a full-time, open-rank faculty position (Assistant or Associate Professor) in Political Science and Government, starting in February 2026. The search is open to all subfields. The successful candidate will teach undergraduate and graduate courses (three per year), maintain an active research agenda, and contribute to the department’s institutional development. The position includes research funding and eligibility for sabbatical leave after six years. Fluency in Spanish is not required at the time of application, but the ability to teach in Spanish is expected within three years.

GRIPE Webinar Call for Papers:  Pre-ISA 2026 Workshop

One year of tariffs, border walls, mercantilism, US withdrawal from major multilateral institutions, and the betrayal of long-standing allies have shattered the international liberal order (LIO). How have international economic politics changed over this time? What new orders have emerged, and how will the world proceed moving forward? How do our existing theories of international political economy and international organizations explain, or fail to explain, the current moment?

We invite full paper submissions on topics related to understanding the decline of the LIO and the systems that emerge in its place. We welcome papers on all topics in international political economy and international organizations, broadly defined. Papers will address a range of related topics, including alternative trade agreements, decarbonization and deindustrialization, international development, international financial institutions, multilateral institutions, the economic consequences of democratic backsliding, new sanctions regimes, and weaponized interdependence.

The pre-ISA mini conference will be held on the afternoon of March 21 and the morning of March 22 at the Ohio State University, hosted by Sarah Brooks, Alex Thompson, Freddy Chen, and the Department of Political Science. All participants are expected to read the papers prior to the conference. Presenters will be given 8-10 minutes to present and 20 minutes for feedback. Each paper will be assigned a discussant.

OSU's Political Science Department will provide participants with a $250 honorarium to defray any additional travel costs that this workshop creates. The workshop will begin with a provided lunch on March 21, include a group dinner that same day, and will conclude with another provided lunch on March 22 after the workshop concludes.

All full paper submissions are due by Sunday, September 7, and applicants will be notified of decisions by October 15. Applications can be submitted using this form.
